- Attending or planning to attend an accredited four-year college/university
- Primary scholarship recipients: members of Center Congregational Church of Manchester, CT
- Secondary scholarship recipients: persons who are bona fide residents of the Town of Manchester, CT
- Tertiary scholarship recipients: residents of communities surrounding the Town of Manchester, CT (East Hartford, South Windsor, Vernon, Bolton, Glastonbury)
Gordon Wilson and his wife, Muriel, who predeceased him, were members of the Center Congregational Church in Manchester. Muriel was a teacher in the Manchester school system. Gordon was a World War II veteran, Purple Heart recipient, and worked for General Dynamics for more than 30 years. With great forethought, they left a bequest through their wills that in 2008 created a fund to support college scholarships for members of their church or students from the town of Manchester.
